What are they building?

The New Okkervil residential complex is a huge project for the integrated development of the territory, which has been under construction for a long time and is already half completed. Housing has been rented out there since 2010, several lines of housing have been occupied - “House at Birch Alley”, two starts at “House at Lime Tree Alley” and 3 starts at “House at Kashtanova Alley”.

In total, this is 4414 apartments (I summarized the numbers in the project declarations). Together with the Stroitelny Trest company, which is building the Capital residential complex (read the Mystery Shopper investigation), a kindergarten, a school and a sports complex have already been built next to the Otdelstroy project.

The Otdelstroy company has been on the market since 1994, at first it was engaged in contract work. In 2003, the first independent facility was commissioned in Pushkin. Since then, Otdelstroy has simultaneously performed the functions of a developer, investor and general contractor at its facilities. During all this time, a lot of housing was built - a total of more than 1 million square meters, several dozen houses were commissioned.

For more than 20 years of work, the deadlines for delivery of buildings were not violated, sometimes even the housing was handed over ahead of schedule. As for the quality of construction, the reviews on the forums are different, but the most negative feedback is caused by the imposition by the developer of its management company and the level of its work, and not specifically the quality of construction of houses.

Since Otdelstroy has been dealing with only one residential complex for the past 10 years - “New Okkervil”, it is natural that the developer’s website and the project’s website are hosted on the same resource.

The project has been underway for 8 years, and a lot of discussions have already accumulated on various forums and social networks. For example, I learned that the nearest police station is in Yanino, and sometimes the ambulance does not arrive due to traffic jams.

There is a lot of information, and it is not so easy to navigate; studying all the accumulated data can take a lot of time; it is also frustrating that the main reference point on the website is the prices for apartments.

Office visit

On the Otdelstroy website, a window constantly pops up with the offer “we will call you back,” and I decided to use it for the first contact with the sales department. They called back really quickly, but the answering machine started talking to me... My only desire was to hang up, but I still waited for the manager’s response.

I learned that the company's main office is open only on weekdays from 9 a.m. to 6 p.m. - it's hard to think of opening hours that are less convenient for customers. The office is also located very inconveniently - on Svetlanovsky Prospekt, a 25-minute walk from the Grazhdansky Prospekt metro station, in other words, on the outskirts of the city and far from the metro. It turned out that you need to make an appointment before your visit.

However, I cannot say that my arrival at the scheduled time made anyone very happy. The girl, who turned out to be my manager, was constantly distracted by telephone conversations and shared information about the new building rather sparingly.

Service - 5 out of 10 points

Neither the location of the office, nor its opening hours, nor the attitude towards the client can be called pleasant. I'm currently on maternity leave, but if I were an office employee, I would definitely have to take time off from work in order to have time to communicate with the manager. It’s a shame that the office isn’t open even half a day on weekends.

How are they built?

The houses have horizontal heating distribution (pipes are hidden in the floor screed), Mitsubishi elevators, a concierge at each entrance, and closed courtyards.

The first stage of the New Okkervil residential complex, which was commissioned in 2010, was built using a combined monolithic-panel technology with plastered facades; all subsequent stages are being built using a brick-monolithic technology with brick facades.

There are several articles on the developer’s website explaining the difference between this technology and other options for combinations of brick and concrete, as well as completely brick technology construction. Considering that the main competitor of the New Okkervil residential complex is the Capital residential complex under construction nearby, this is indeed interesting.

Main disadvantage brick construction, according to the article, long-term shrinkage of the house due to the fact that an all-brick wall without the use of insulation turns out to be very thick and heavy. The “Construction Trust” takes a long time to build its houses; the outwardly finished house is still standing for about a year, during which time construction works are being carried out in it. interior work. However, from the Capital residential complex group, I learned that some of the residents still encountered cracks in the walls, and some even managed to get them eliminated at the expense of the developer.

As an alternative, in the New Okkervil residential complex the walls are made of a combination of aerated concrete (350 mm) and brick (250 mm), they are lighter and, according to the developer, practically do not shrink. Whether this is so, I also decided to find out from the shareholders.

It turned out that there are some complaints here, but the scale of the disasters, judging by the responses on social networks, is much less than in the Capital residential complex.

Finishing

There are also complaints about the finishing. But buyers are provided with many options for furnishing apartments to suit every taste, which, of course, is very convenient:

1. Without finishing (screed, walls made of foam blocks, sockets, switches, radiators, meters, heated towel rail, risers with plugs, glazing)

2. Pre-finishing (plastering of walls and slopes is added, installation of window sills) - 2500 rubles per sq. m. meter.

3. Basic (turnkey finishing of the bathroom is added - tiles on the floor and walls, dropped ceilings, steel bathtub with tile screen, sink with cabinet, toilet, built-in ceiling lamps) - 5000 rubles per sq. meter.

4. Complete (add laminate in the kitchen, rooms and hallway, wallpaper on the walls, interior doors) - 10,000 rubles per sq. meter.

5. Furnished from the Planium company - the interior can be arranged according to the company’s catalog or you can use ready-made interior solutions for apartments in New Okkervil.

How to buy?

An apartment can be purchased with 100% payment, in installments or with a mortgage. Sales are carried out under 214-FZ through the conclusion of a share participation agreement. The reservation is made for 2 weeks on a deposit of 50 thousand rubles, which will be returned after signing the agreement. Payment of the first installment is made on the day of signing the letter of credit; it is opened for the developer after registration of the agreement with the Federal Reserve System. The scheme is reliable for the client, but it would be much more convenient if they gave at least a few days to pay the first installment.

For a first payment of 50% or more, the installment plan is interest-free, i.e. the price of the apartment will remain the same as with 100% payment. The installment plan is provided until the end of construction, and when purchasing an apartment in the fifth stage, you can extend the installment plan for another year (the total duration of the installment plan is 3 years), however, you will be able to move into the apartment only after the debt has been fully repaid. If the down payment is less than 50% (but 30% or more), you will have to pay in installments, the price will be 9% higher.

Managers explain this by the fact that this house is positioned as “comfort+”, there are no studios, and the house itself is located in the center of the block next to a school and kindergarten.

Apartments with windows facing west have better views due to the large free space where the school and kindergarten are located. However, the eastern sections of the 3rd stage are not in a worse situation, therefore, in my opinion, the prices for apartments in the “House at Rowan Alley” are overpriced, because the design of the houses and all the internal contents are exactly the same, there is not even an advantage in the number of apartments on the floor.

The only direct competitor of the New Okkervil residential complex is the Capital residential complex, which is being built by the Construction Trust in the same microdistrict. Prices for apartments there are offered below: in a building with a completion date at the end of 2016, square meter one-room apartments costs, on average, 84 thousand rubles, two-room apartments - 81 thousand, three-room apartments - 80 thousand rubles.

However, in the New Okkervil residential complex there are smaller apartments for sale, including studios, so, despite the higher cost square meter In some cases, you can meet a lower total amount.

When comparing prices, you must also keep in mind that the prices in the New Okkervil residential complex do not include finishing, while in the Capital residential complex the price includes pre-finishing of the premises, for which Otdelstroy charges an additional 2,500 rubles per square meter.

Housing geometry

It’s hard to find fault with the layouts - they are all successful, at least I couldn’t find any obvious flaws. The hallways and bathrooms are carefully thought out; some apartments have storage rooms.

Interesting solutions are made even in those places where the house turns, and where designers usually make triangular rooms. Instead, one corner of the kitchen was cut off a little and pentagonal bathrooms were made; they look quite comfortable, if a little too big.






In queue 4 I didn’t notice any Euro options, the rooms there are more rectangular shape, but in phase 3 there are plenty of Euro-plans, and the rooms are most often close to square. The ceilings are high - 2.75 meters.

The apartment layout of the residential complex is quite harmonious - studios and three-room apartments account for approximately one tenth of the apartments, 45% of one-room apartments, 35% of two-room apartments.

The number of apartments per floor is small by modern standards - from 4 to 8 apartments. By the way, the interior curtain walls in the New Okkervil residential complex are made of aerated concrete, which leaves a lot of room for redevelopment.

Social and cultural life

The entire infrastructure in the New Okkervil quarter was built by the Otdelstroy and Stroitelny Trest companies through joint efforts. There is already a sports center with an ice arena and a swimming pool, a private kindergarten “Limpik” with an interactive museum and a swimming pool.

The school will open its doors in September 2016. It is a source of special pride for developers, since it was built with the latest technology and houses a swimming pool, two gyms, a large assembly hall, 64 classrooms, and two stadiums. The school will be ready to accommodate 1,600 students; its building will also house a municipal kindergarten for 165 students.

On the ground floors of the New Okkervil residential complex there are many trade and service enterprises: supermarkets, pharmacies, a children's store, Sberbank, a bakery, a restaurant, a store of the state farm "Ruchi", a driving school, medical centers and much more.

On the ground floor of one of the houses there is an outpatient clinic, where, in addition to a pediatrician and a therapist, several specialist doctors see. You will have to go to the Vsevolozhsk Central District Hospital to see other specialist doctors. They are planning to open a post office in February (currently the nearest post office is located in Yanino). The Lenta hypermarket is expected to open soon (it has already been built). Across the road is the New Okkervil Park with its own beach and bike paths, trees have already grown there and a children's playground has been set up.

Among the disadvantages of the infrastructure: there is no police department in Kudrovo; ambulances, as they wrote on the forums, do not always arrive due to traffic jams. Access to the front doors is also very difficult; due to the narrow passages filled with parked cars, it is practically impossible to get into the courtyard. There have been more than once cases when, for this reason, an ambulance did not arrive, and larger firefighting equipment simply does not stand a chance.

It should be noted that the paid guarded parking lot that operates on the territory of “New Okkervil” is not even half full (although the rental price is 4 thousand rubles per month). Underground parking is not nearly as accessible and costs almost half an apartment.

Infrastructure - 9 out of 10 points

All this, of course, is quite confusing. However, in comparison with other residential areas on the outskirts of the city, the infrastructure situation in this part of Kudrovo can be assessed as quite favorable.

Ways-roads

In short, problems with traffic jams certainly exist, but the situation is saved by the presence of an additional exit to the Ring Road through Zanevka.

The metro is located, although not in close proximity, but still within walking distance - you can walk at a brisk pace in about 25 minutes. But getting to the metro by public transport is not so easy: minibuses rarely stop at New Okkervil. You will have to walk almost half the distance to the metro to the tram stop, and then wait for the tram.

Transport accessibility - 8 out of 10 points

In general, although the metro is a bit far away, you can still walk to it. The ring road is nearby, which is also important. Overall, the situation for both pedestrians and motorists can be described as slightly above average.

The undoubted strength of the New Okkervil residential complex is its approach to providing housing with infrastructure. To date, almost everything necessary for a comfortable life has been created inside the block; there is a beautiful park across the road. Excellent layouts, attractive purchasing conditions, choice of finishing options are also advantages of this project.

The existing questions regarding the quality of construction are somewhat confusing; we also cannot help but note the transport problems in this location and some inconveniences associated with regional registration. But you can still walk to the metro, and the Nevsky district of St. Petersburg is literally a stone's throw away. Based on the sum of factors, the residential complex “New Okkervil” receives “8” points.
